How to wake up cpu cores without root?

It seems that everything is fine, 40-50 fps in games, but there is a small but:
The frequency of the processor, according to AIDA64, is 598-2000 MHz
Then I went into the game, turned it off, and saw this picture:
The frequency is constantly changing, then 598, then 1300, but it's understandable. But it is not clear why, when starting a 3D game, the remaining 4 cores "sleep". Is it possible to "awaken" them without root? If so, how?
