How to voice a video?
There is a task - to voice a video with materials taken during the construction of several objects.
Of course, there is some off-screen sound in the video, but it’s not that, uh, whee :))
I sewed several vids into one and now I need to slowly voice it at home on the buttonhole.
The main task is as follows:
1) software - the simpler the better, no effects are needed
2) a very desirable function - the video is played, I say explanatory text if Pause recording is pressed and playback stops.
The option when the video + sound is connected disappears - there it is necessary to comment on exactly what the viewer sees.

Vegas. Cheap and cheerful.
And in any case, you need a simple post-production for the sound. It can be in Vegas, it can be in something else, when you write an audio track. Wind protection (so that there is no "spitting"), a normal microphone (not so expensive in our time). Otherwise it will be self-made.
You can simply record several tracks-doubles, and then collect the best options into one.
