How to use your computer as a proxy server?

Need something to help make your home computer act as a proxy server.
That is, if I enter ip and port, I can, as it were, enter the site on behalf of it.
Any ideas?
PS Important! Not just set up a proxy on windows, but open access from anywhere.

You cannot use an arbitrary IP. You need to connect to a proxy server or VPN.
