How to use UltiSnips?

Please tell me how to use UltiSnips or (neosnippet.vim-master). I did not find an answer in Google, the videos on this topic are in English. There is a guess that python was not installed. Advise which plugin for snippets is better and if you need a python, which one in one article read that you need a python2 version? I will be very grateful for the answer!

I configured it according to README on github, there you need to make the plugin work, pre-install the vim-snippets plugin and slightly adjust your vim configuration file.
