How to use two Internet networks on a PC at the same time?

Such a situation: you need to download a huge file from a torrent and in parallel you need access to the Internet (normal) and I decided to feed the Internet via cable from the modem to download and connect the phone via USB and connect the Internet from it. Question for the experts, is it feasible?

You specify a proxy server in the browser settings, add a route to the proxy server address through one connection in the system routing settings, and all other traffic will fly through the default route on another connection.

And what prevents you from simply limiting the speed in the torrent to 90% and continuing to use the same network? I do like this
