How to use third-party api data - write to your database or make requests as needed?

There is some third-party api, I take data from there at the request of my client. The problem is that the third-party api has limitations. So I thought that in the case of, for example, a dos attack, I would simply be banned. How to properly organize data acquisition. Option 2 is probably the only thing - either write to your database or take pills from paranoia. Still, I think in the database, but I would be grateful for information on how to properly build such projects.

either cache (store a local version of the values ​​taken at a certain moment and then check the changes, if necessary, of course), or simply contact the owner of the API

There is no single answer. You need to understand what kind of data goes through the system, how often, what kind of transformations and much more interesting things. In any case, the base is not always directly needed, maybe the cache will do just fine. There are a million options
