How to use telebot to process messages reply_to only not from the bot but from the user?

Good afternoon! I want that when a user answered "+" to another user, the bot will send messages that the user who was answered with "+" gets 1 point, how can I implement this? Is there something like reply_to only not for a bot, but for users?
