How to use sources from GitHub?

Good afternoon, morning, evening, well, or whatever you have there outside the window.
Silly question, but very necessary for me. Actually, on Habré they often write about opening various online services, such as Grafana, for example. ( habrahabr.ru/post/232767 ).
And I have already met several such services that are useful to me, but each time everything rests on a link to a github and incomprehensible documentation on connecting.
And if with C++ sources it is still more or less clear, then as in the case of Grafana - a set of JS files, it is generally unclear how to approach them. Googled, most often people who are sitting on ubunt, to which I do not belong (so far), talk about building JS projects. Please teach me how to use these IT services.
Preferably on the example of Grafana ..

So, in my opinion, just Grafan and just downloaded? grafana.org/download
