How to use chrome outside the active window?

Recently, either with the release of the 2004 update for win10, or after updating chrome, the browser refuses to work outside the active window, as soon as you expand something on top of chrome in fullframe, the tab falls into hibernation, games stop, the video stops rendering, it's the same you can see it in the preview when you hover over chrome in the taskbar There
are no such problems in Firefox

I suspect that this is not a bug, but an optimization feature, maybe there is some setting to turn it off?
Permission to work in the background does not work, various extensions for it too

I also encountered this problem recently.
Solved the problem by playing an mp3 file with silence in an infinite loop:

<video style="position: fixed; left: 30px; bottom: 30px; z-index: 99999;" autoplay controls loop name="media">
  <source src="https://ссылка_на_музыку/file.mp3" type="audio/mpeg">
</video>

Resource reduction for background tabs has been improved. Such tabs can no longer consume more than 1% of CPU resources and can be activated no more than once per minute. After five minutes in the background, tabs are frozen, except for tabs that are playing multimedia content or recording.
