How to use both: twitter:image and og:image?

I know about Twitter fallbacks. However, it's not clear to me: I have both twitter:image and og:image on the page. For the sake of experiment, I put different pictures. At the same time, Twitter still pulls up og:image and does not use twitter:image. well, i.e. I understand that if twitter:image were not specified at all, then it would use og:image. But why is this happening?
