How to use API closed for RF?

I want to use the NASA API - https://api.nasa.gov/, but as I understand it is not available for everything except the USA, I can access the site via VPN (USA). Is it possible to somehow work from Russia with this API, how to set it up?

Use proxy IP for USA in request

I join the decision of Emil Revencu ,
Either:
- you can host your application server in USA;
- you can place your software proxy layer on the USA server, and then work with it from Russia (referring to your server, which will contact nasa).
