How to use 2 users at the same time in Windows 10?

Here's the situation:
I want to play one game over the network with my brother, but it works fine for him, but it slows me down a lot. I came up with this idea. We create a second account on his computer, and on mine we connect to it and, as a result, we launch the same game twice on the same computer, but on different accounts and connect to each other via localhots. (On both Windows 10 computers.).
But it wasn’t there, as I thought everything works, but when you go to one account, the other one turns off and vice versa.
My question is whether it is possible to configure the computer so that when you log in to one account, the other remains active and does not interfere with each other. (Like on Windows Server.)?
