How to upload photos to posts via photo url in VK_API?

Good day. I have a community bot that has a dialogue with a user of this type:
User - Hello
Bot - Hello! I have commands...
The essence, I think is clear. The problem is that I need to upload photos and send them to the dialog, until I understand one thing - you can upload photos from your computer by specifying the path to the photo - but this is already clear, in principle. I need a different approach - I have the address of the photo (url, from the Internet, that is) and I need to somehow transfer it to the message using code. How can this be implemented? Haven't found an answer yet.
