How to upload part of an audio file?

There is a long audio on the server, for example 24 hours, I need to receive a part of this audio, for example 10 minutes from 03:28:25 - 03:38:25. Loading the entire file, of course, is not an option.
What are the ways?
ps Looked at the implementation of VK, where they load audio by seconds. A .ts file arrives.

HLS (HTTP Live Streaming) can do this. The request specifies the time "from" and "to" and the server returns the desired chunk.
There is a module in nginx . I don't know if this works with mp3 or if I have to re-encode the file to m4a.
