How to upload files to Google App Engine?

Hello.
I decided to study Google App Engine, but due to poor knowledge of English, I did not understand anything in the documentation.
Could someone tell me how to upload files (php, html, js, css) to the application?

I almost figured it out, but the application does not want to deploy (standard helloword) It gives the following
logs:

appcfg_oauth2_tokens can't find such file at all

The problem is that it tries to take the file with tokens from the Cyrillic directory in the C:\Users folder. I came across this myself, did not fool around and simply renamed the current user to the Latin alphabet.
