How to upload an image to PDF from Photoshop so that it is of good quality?

I make a picture in Photoshop - 120x370 mm (300 dpi), then save it in jpeg, open it in the viewer - the quality is good. I save in PDF - I open PDF - the quality is terrible. I also tried to export to PDF through inDesign - everything is the same. I don't understand what's the matter. Everything was fine before.
