How to upload a modified file from Heroku?

Implemented the function of subscribing to the weekly newsletter in the bot for VK. Subscribing user IDs are stored in the subscribers.db file . How can I get the latest version of this file from Heroku?

SQLite? These subscriptions have already been lost. In Heroku, the data inside the container is kept until it is restarted.
You need to use other DBMS provided as addons.
