How to upgrade Vista to 7 today?

Hello.
I am a more or less satisfied user of Windows Vista, which I got along with my laptop a few years ago. Today, for the first time, I encountered a case where Vista is not among the operating systems supported by the software product (this product is VS 2012) and decided to check in practice how things are with the upgrade from Vista to 7-ku.
It turns out that doing this is now problematic. At least, from the Russian Microsoft Store, all versions of Windows except for 8 were cut out. A search for third-party distributors gave some results, but I don’t need a boxed version of HP 7 for 4500 rubles at all - I want to upgrade my existing HP Vista to a similar 7 without losing installed programs and without overpaying.
Accordingly, the question is for practitioners: is it possible to pull off such an action in the current realities, and if so, how?
I remember that some time ago I saw an interesting solution for those who wanted to buy XP for themselves, but could not do it, since this OS was no longer officially sold: it was necessary to install a pirated version, and then use the built-in mechanism that offered to buy a legal key. Perhaps a similar method would work in this case as well?

No, It is Immpossible.
I have a box of Vista, I tried to upgrade to 7 - there is no such thing.

I don't remember such an opportunity. From 7 to 8 - please, but from whist to 7, and even "without losing installed programs" ...
