How to upgrade from Debian 10 to Debian 10.4?

Performed an upgrade from Debian 9 Stretch to 10 Buster.
It was

lsb_release -a
No LSB modules are available.
Distributor ID: Debian
Description: Debian GNU/Linux 9.11 (stretch)
Release: 9.11
Codename: stretch

became
lsb_release -a

Distributor ID: Debian
Description: Debian GNU/Linux 10 (buster)
Release: 10
Codename: buster


Why hasn't the distribution been updated to the latest version 10.4? And how to update it?

This is a bug in debian - https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=...
lsb_release in buster always shows version 10.
The real version can be seen in /etc/debian_version
