It is required to export the catalog to csv in such a way that the rests are displayed as follows: 0 - no leftovers, 1 - there are leftovers. However, the rules change for some directory partitions. 0 - if the remainders are from 0 to 10 and 1 - if there are more.

How can the standard Bitrix upload be upgraded, and if not, then in which direction to look?

You will not be able to upgrade the regular export. The expansion of the admin functionality is carried out by writing your own modules.
There are two implementation options:
1) More simple. Unload the type of residues you need in a separate property. Fill in the values ​​of this property using a script that will add 0 or 1 depending on the real balances and the specified sections. The execution of the script is hung up on kroner (scheduler) with large volumes of the catalog.
2) Write your own script for unloading the catalog in csv with the necessary logic

CIBlockElement::GetList with CATALOG_QUANTITY, for exchanging XML instead of CSV (kmk it's simpler and used everywhere).
