How to update PostgreSQL DB with data from OpenStreetMap?

I want to download and store data from OpenStreetMap for Russia and Belarus in the PostgreSQL database. I found a utility https://imposm.org that can itself download deltas of changes and bring them into PG. I can’t figure out how to ask her to download to the whole world, and specify only a set of the necessary countries.

not all utilities can update within any region.
One possible solution is to update as usual, and once every few days, cut off all data that goes beyond the area of ​​interest.
Plus: all the tools are available and well-developed.
minus: overhead data will be typed, but it is not very large. and there will be a need to account for data outside of the areas of interest in work scripts.
