How to update MikroTik from another MikroTik?

Greetings!

We have a local network without access to the Internet. There are several MikroTik hAP ac ^ 2 routers in this network (firmware version from 6.46.8 and more).

According to this instruction (which is confirmed by the article ), it is possible to update MikroTik from another MikroTik.

On router 1 (192.168.6.1) I loaded the firmware to the root of the file system, created a test user (read group) with a password and opened port 8291.
On router 2 (192.168.6.2) System -> Auto Upgrade -> Upgrade Package Sources -> New Package Sources add router data 1:
Address: 192.168.6.1
User: test
Password: ****

Then I go to System -> Auto Upgrade -> Avaliable Packages and press the "Refresh" button and nothing happens.

On router 2, the logs are clean. On router 1, the logs show the connection of the user test (via winbox) for one minute and disconnection.

I tried to upload the firmware to different places, including on an external flash drive. I tried to throw Main Package and Extra Packages.

I probably don't understand the instruction point: "Make one router as network upgrade central point, that will update MikroTik RouterOS on other routers.", but how to do this is not written anywhere.

What am I doing wrong?

UPD:
I studied the wiki againand noticed that the description of updating the router from the router is in the "Older options" section before version 6.31. And apparently the new MikroTik no longer support this feature.

There is an option to imitate the MikroTik update server or sculpt scripts with firmware downloads for each device.

As an option, you can take the package with the firmware using the fetch utility to a router with the Internet. After that, use the same fetch to fetch the downloaded file from the router with the Internet to the rest via ftp, the main thing is to choose the versions you need.
There is one minus - every time when a fresh version is released, you will have to start a new url manually.

After downloading fresh npk - system reboot
