How to update information about telegram bot participants?

When users start the bot, a /start message is sent, from which I can grab the username, first + last name data. But this data is changeable.

Is it possible to somehow keep this data up-to-date if users no longer send messages to me, but will continue to be members?

You can store the ID of the first message sent to the user and periodically update the message text slightly. In response, you get a Message object that contains data about the chat.
