How to update cli version of php-cs-fixer?

There was a configured php-cs-fixer, everything worked fine until I updated the cli php to 7.4 Now it swears that it can only work on PHP versions up to 7.3

I got confused, I can’t update, so that the cli version of the cs fixer has changed.

The question is about Windows installation.

UPDATE: I forgot to write that self update does not work due to the fact that PHP 7.4 also gives an error that it cannot work with this version of PHP
