How to update an android application on AIR that contains a runtime (i.e. captive runtime)?

My APK app (~70KB without environment) also contains the AIR runtime (~13MB).
In order to update the application, users will have to download a new version each time along with this environment (~13 MB). If you try to update the application with apk without air, it will be replaced and at the beginning of the installation it will require you to download Adobe AIR separately, which I would like to avoid. How to update app with captive runtime without downloading on new AIR?

Short answer: no way.
The answer is a little longer: you can, of course, store the code on the Internet, and when you launch the application, download it and run it, but these are such crutches that you should not even start.
