How to unload the database from 1s in the correct encoding?

Made the unloading of goods from 1s to the database. In 1c it is cp1251, in the database - utf8_general_ci When trying to change
the text of the field, it gives an error Warning: #1300 Invalid utf8 character string
only ??????? ??? ???? similar.
If not, will there be problems with the site if you leave the cp1251 table?

Some nonsense is written ...
In the 1C-Enterprise system, all data inside the database (the configuration and its version are not important here) are stored in Unicode (except for version 7.7 - it really was in the Windows encoding). By default, any information is saved in UTF-8 encoding, unless you explicitly specify some other one.
You wrote a site in PHP and MySQL (judging by the tags), and now you want to guess from complete strangers: will you have problems??? Does nothing bother you about your question? :)
