How to understand why you need to use a particular language for development?

It is interesting to know why it is better to use c# for creating desktop applications, jav for mobile phones. You can do the same with nodeJS. What are these differences between languages and why is everyone still not sitting on javascript? :)

How to understand what language should be spoken in a particular country? And why does everyone still not speak Russian?
Language is just language. Much more important is the toolkit, the environment, how this language will be compiled or interpreted. What compilers are there for this language? Which of these has more features for a specific platform? What allows you to make more productive software spending a minimum of time?
