After reading a book on machine learning, I understood the principles of the most common algorithms, but I did not fully understand which algorithms are best to use in certain cases. Are there any articles (in Russian or English) that tell the pros and cons of algorithms and where and when it is better to use them.

If you READ the book, but DID NOT UNDERSTAND the basics, then one of two things: either the book was "wrong", or you just read it, but did not understand the essence of what you read. And to hope for some short articles in which this will either be described in more detail, or specially adapted - is very naive.
Advice - one book "did not go" - STUDY (!!!) another. If the second, third does not come in, then perhaps this is "not yours."
