How to understand what is the problem with hosting?

I rent hosting at arvixe.com . The tariff plan is the cheapest - $7 per month. Approximately 30 visits to the site per day (no more than 2 people happen at the same time). The CMS that is on the site is osclass.
It seems that the load should not be large, but the site is often unavailable.
Since I'm not very versed in hosting issues, I would like to ask:
1: how to find out what is the problem with the inaccessibility of the site?
2: Does it make sense to upgrade to a more expensive plan?
3: does it make sense to move to another hosting, if so, which one?
4: where can you read interesting literature on hosting to get started?

Write to technical support, they will give you all the problems, and you can already discuss them here.
For example, they will look at the logs themselves. Or google it and you can see the logs.
