These lines:
Run lsblk -fto display a list of partitions. Specify device names prefixed with /dev/

How are these two options different if the command is the same?

The difference is not in the command, but in what you write to /etc/fstab
in the first option, the letter number of the device is used (for example /dev/sda1) - it's normal except for cases when more disks can be added to the computer.
in the second option, you write down the partition label that the fs contains (LABEL=SYSTEM) of course, if it was done before,
so you will not have sudden problems when adding another disk to the computer.
