How to understand that you already have the right set of knowledge to create applications?

At what point in learning a language do you start writing programs?
For several months I have been learning C++ at the rate from SimpleCode and it is already starting to bother me, I have already learned all the basics, up to functions and dynamic memory. How to start doing something?

If a programming course doesn't have exercises after each chapter, it's not a programming course.
The first application is usually written with no more than 20% of knowledge sufficient to write this very application.

Try to write some applications and test them for errors and crashes, when you achieve more or less stable work, then your knowledge is enough to write applications
