How to understand that the token is eternal?

There was this question. How to understand that the token received through authorization is eternal?
What then is passed in the GET request? expires_in=0?

I would like to add that it is "evening" only formally. Yes, it doesn't expire. But if the user changes their password or removes the app from their app list , then that token will no longer work.
