How to understand if the A-record for a domain has changed?

The domain is directed to dns.yandex.net, and from there it is redirected to the hosting server. Somewhere in the bowels of Yandex, the A-record was changed for the domain (the IP of the hosting is indicated). Is there any way to check if it has changed or not? The site is not working yet, you need to understand if the cache has not been updated yet or the problem is on the hosting side.

There are a lot of resources for checking records, for example
, on a PC, reset dns cache in the console with the ipconfig /flushdns command. Usually you have to wait a day.

Change record and wait for ttl time.
Still it is necessary to put it reasonable in advance. For example, 5 minutes.
