How to turn on / off the computer over the network?

In C#, you need to write a program to remotely turn on / off / check the status (on / off) in the local network.
I ask this question because I have no programming experience in C # in general and I don’t quite catch up where to dig.
The task is something like this: it is necessary to turn off all computers on the network according to the list (the list contains all working computers, except for servers and equipment; some of the servers and machines on virtual machines). On a day off, upon request (by pressing a button in the application), turn on a certain computer (too lazy to walk around the floors and turn it on).

If you have no experience, why not use ready-made programs, the

LogMeIn was able to turn on computers.. In the past, because I haven't used it since they discontinued the free subscription.
