How to turn off and turn on servers on a signal from the UPS?

Hello. For the first time I touched on the task of buying a server UPS and I want to do everything right.
As far as I understand, you need to take a UPS with support for the snmp module so as not to be tied to a vendor.
And what software can turn off the north when the UPS battery is low (under windows). Is this the software of the UPS manufacturer or can I use something universal? What do you advise?

How to turn on the server after power is restored? Should there be some kind of wake ona lan utility?

Servers are configured to turn on on power (usually) or on a timer.
A normal UPS has at least a delay after power off setting.
In the most deshmanskie there are USB and COM in more expensive snmp.
But in general, don't skimp. There is HCL moreover there is a list of recommended suppliers.

Any server UPS supports SNMP (usually through a special expansion card). Install zabbix / nagios, which accepts traps from the UPS and, in case of battery low, send a signal to the server to shutdown.
