How to turn an idea into a project?

What are the "techniques" of web application design? I am developing a service application, trying to put all my ideas together, and all I have come up with so far is to draw many "pages" in FS on one canvas, connecting buttons to each other and to other pages, and write work logic on the links. How can you make something whole out of a wall covered with stickers with ideas? What would then transfer it all to the developers in production. Is there anything to read about this? Where to start? I don't even know which section is suitable for this question ...

do not immediately do something big, collect all the ideas and try to connect them -> focus, in the beginning, on what is really critical and what users need, then gradually develop the project.
Well, of course, prototyping services are a worthwhile thing.

It depends on what idea :)
From your question it is not entirely clear what you want to get in the end.
Website service for a million visitors, an interactive map of city lights, or simply competently structure your business catalog.
Do not use flash, this is the work of the designer to make the site unique, and not for the site template
