How to troubleshoot touchpad issues in Ubuntu 12.04?

There was a problem with the touchpad on Ubuntu 12.04. The touchpad turns off and does not respond to touch during login. At the same time, the touchpad works correctly on the login screen, but as soon as the desktop opens, the touchpad dies.
How to cure such behavior?

Usually

synclient TouchpadOff=0

helps. It's better to hang it on a hotkey, because the touchpad can cut off not only when loading.

Once upon a time gconftool-2 --set --type boolean /desktop/gnome/peripherals/touchpad/touchpad_enabled true helped
