How to transfer Windows 2008 to other hardware?

There is a server with a Windows 2008 32 bit system, it works as a domain controller, DNS, WSUS, File server, iscsi initiator, just scsi and symantec backup are deployed on it.
There is a need to transfer it to another hardware and 64 bit system. Is it really possible to do this without reinstalling everything from 0?

transferring to new hardware is elementary, you can make a full backup with a native utility and deploy it on another hardware, you can drive it into a virtual machine, for example, using vmware converter, you can use other options, such as Acronis.
but jumping from 32 to 64 just won't work, but if the only question is to increase the RAM, then you can upgrade to Enterprise (if the license allows), Enterprise can work with 64GB
