The only thing - as far as I remember - there it is necessary that the format was not excel (xlsx) - but csv.
If I were you, I would do the following:
1. Create 1 test contact (what should be the result) - to understand where which fields are.
2. Made an export (saved in CSV format, which is suitable for Bitrix24).
3. Then I opened it and simply copied the data into the required columns and saved it.
4. After that I would fill everything in the system.
