How to transfer joomla site to LAN name backup?

Hello, I'm new here, so I apologize if this is a general question.
There was a site on Joomla, I was given the task of transferring it to LAN in xampp. Backup took one archive and 2 sql files.
Installed xampp and joomla on it. Now a regular new site opens at localhost/joomla. What to do next, how to work with the database? Explain how to teapot please

Transfer files as is. Fill the database with the archive (sql_dump.sql.zip) via phpMyAdmin or Adminer - then your 150mb will turn into 10 (figuratively speaking)
