How to transfer file from windows to android using cmd without adb?

Good day !
You need to transfer files in .jpg and .mp4 format from a computer to an android connected via usb using cmd.

adb push unfortunately does not work as expected. Of course, it transfers files, but no application on the phone reads it, because as far as I understand, it is not mounted properly.
As far as I understand, you need root rights on the device itself to mount, but this is not suitable for me.

In general, I'm concerned about the question of how to see the root of the path of the connected phone in order to set the file transfer path.
