I solved it by installing the "Site Export Plugin" on DokuWiki, exporting the entire wiki to html, opening the resulting files in a regular browser without any web servers.

DokuWiki is written in PHP, so it needs a server. Install the server application, install the wiki, copy the data and media folders.
