How to transfer data via bluetooth without first pairing in iOS?

There is no code yet, at the moment I'm just interested.
If I create an app for iOS, is it possible to give it rights to transfer data via bluetooth to other devices that are not paired with the original one?
Googled, found something similar for android on 4pd, I wonder if this is possible with iOS.
