How to transfer data from a webcam via gsm?

Good afternoon.
The task is to install a camera (webcam) in the country house that would take 1 picture every 5 minutes (10min/30min/60min) and send them to e-mail/ftp... Only GSM communication channels are available. Is it possible to do without a router in the implementation? Tell me, who is better to cross with whom (webcam + arduino or analog camera + something else)? Perhaps someone has dealt with similar issues.

P.S. In my opinion, there was once an article about the transfer of frames from a webcam (every n-seconds or minutes) and their further gluing into a video. If you poke it, I won't be upset either.

And what's the point of all this fence on Arduino, if a suitable router costs $ 20? Or the router is not suitable for some specific reason?
