How to transfer all settings from 1 PC to another?

Hello.
On both PCs win10 pro. At the first, the system is configured in terms of group policies, services, all sorts of menus, languages, environment variables, and so on.
How can you transfer all this as accurately as possible?

From the methods supported by MS - either removing a system image processed by sysprep (does not save the settings of the quick launch bar), or transferring the user profile (but the system settings will not be transferred)

Acronis will make a copy of the computer, so they will not be able to work at the same time. They will have the same ID, which is bad.
Syspref will copy the system settings, but not the profile.
I so understand any moved profiles are not configured. And the question does not say anything about the domain. And what about group policies?
I think it's not possible
