How to transfer a local address to an external server address via usb modem?

The details are as follows:
1. There is a laptop
2. there is a terminal (device) (its IP address is 192.168.1.87 for example) - it is connected to the network port of the laptop with a cross cable.
3. there is a usb modem from mts (Internet)
4. there is a server with a white IP and open the necessary ports for the terminal to work 2.
I just can’t figure out how to send the terminal to the server.

vpn yes, but not the only option*. in fact, you need the laptop to work as a router. there is nothing impossible here. not even any magic. only basic educational program
let's start with the fact that

a server with a white IP and open the necessary ports for the terminal to work
maybe not needed (with a high probability, if you don’t want to take a fixed ip from MTS)
start with a simpler solution (subject to understanding the basic things) let’s say - https://ngrok.com/ (free, but without a guarantee of speed and traffic .. from experience, for low traffic - above the roof)
in order to publish the ports of the terminal, you need its local address to be fixed too, the rest is a matter of technique (and reading + understanding instructions)
achieve the result - access to the terminal "from outside" .. and then, I think everything will become much clearer to you, and it will be easier to choose the optimal solution
updin my firm opinion, through ngrok, it is easier to get the first working layout. after that, it will be clear - laptop= router , ngrok="external server" (let me remind you, it's free ) . continue to use ngrok)
upd 2 * - in general, the main task of vpn is not to route, but to hide traffic content, the possibility of complex routing, there is only a secondary property
