How to transfer a Bitrix website to another hosting?

In the process of backing up the database, Bitrix creates a dump of the database with the bitrix username and the root host (unfortunately, it cannot be changed).
When deploying the site on another hosting using the restore.php script, it gives this error.

hoster's TP claims that
Your order cannot have a bitrix database user and cannot use the localhost database server, which are indicated in the scr.pics/luu0c59a37d database dump .png
You need to change the values ​​specified in the dump manually, replacing them with the actual username and addresses of the database server
I manually cleaned the database dump, replacing the username and host with my own. The same error pops up.
Maybe he edited the wrong file?

When restoring a site from a backup at the database stage, you go to the hosting control panel in database management, create a user (if not) and a new database, write down your accesses, then enter all the necessary data in the Bitrix recovery form, uncheck " create database", and continue restoring the site.

The database user, table and host should not be written to the dump in any way. Try uploading your dump via phpMyAdmin to your database (no matter what name or host) or via ssh using the command mysql -uUSERNAME DBNAME -pPASSWORD < myname_mysql_dump_after_updates.sql
