How to transcode VGZ video to AVI (open recording from outdoor video surveillance)?

There was an accident. There were no car DVRs. The office nearby filmed what was happening on the cameras of outdoor video surveillance. We uploaded 2 videos of 5 minutes each from two cameras. Both files are in VGZ size. How to open (view) such a video? Ideally, how to transcode to a more common format like AVI, MP4, etc.
