I made a bot with a referral system and noticed that users often create new accounts to receive referral rewards.
Please tell me how you can track new Telegram users. Well the chat_id type is too close to the max chat_id. Or any other advice.

Change the referral system so that the user receives a reward from the referral only for some targeted action. For example, buying or reaching a certain level in the game.
This is a normal practice that will protect against false positives for people who have really recently registered.
