How to tie layout to Joomla!?

I made a template (landing page) for Joomla. Marked positions for modules. How can I enable the admin to edit all this? Okay, the text is even more or less clear. A separate custom html module is created, it’s not clear why when hovering over this module the pen doesn’t appear, as promised when the option administrating modules from the frontend
is enabled. create a separate module for the blit text and a separate module for the icon? if you combine all this into one module, it's like that in 15 - 20 hours they will call you with shouts of "ALL BURNING". The icon will be destroyed by the admin... after all, you need to put special classes there. Or how do you solve such problems? and why the hell doesn't the pen pop up on custom html (just on the article itself)
